Ecology invites interested people to review and comment on the Kaiser Aluminum Facility (WA0000892) and City of Spokane Facility (WA0024473) draft water quality permits from Dec. 29, 2021 – Feb. 11, 2022.
We are reviewing and drafting new water quality permits to ensure the five wastewater treatment facilities that discharge into the Spokane River continue to meet clean water requirements. These are the first two draft permits open for comment, we expect the rest of the draft permits to be available for comment in early 2022.
We are planning two identical workshops to explain the proposed changes to the permits and to answer questions prior to the formal public hearings. Hearings provide an opportunity for people to give formal oral testimony. Oral testimony will receive the same consideration as written comments. The public hearings will begin immediately following each workshop and will conclude when testimony is complete.
The workshops and hearings offered via webinar allow individuals to view the presentation and provide testimony via computer, phone, or mobile device. Ecology will not be offering in-person hearings due to safety concerns from COVID-19.
Next Steps After reviewing the feedback they receive, we will make decisions on permit reissuance for each facility. We plan to complete this work by Spring 2022.

Region 4 Environmental Justice Virtual Workshop Series
The Environmental Justice virtual workshop series was created to forge collaborative relationships to benefit communities and promote sustainable growth. This series will build capacity for individuals and organizations working in underserved and disadvantaged communities to address their environmental and public health concerns and provide improved community-to- community networking and other communications between all stakeholders. There will be five sessions between May and November, with topics ranging from community digital mapping tools to water quality. Access recorded sessions here.
With a new National Science Foundation grant, Washington State University will prepare graduate students to tackle a difficult problem that is more than 1,200 miles long: the Columbia River. The five-year, $3 million award will fund a research training program focused on the relationships among rivers, watersheds, and communities. The program is intended to transform graduate science education, creating a diverse workforce that will not just conduct research but also first engage with the many communities that depend on the Columbia for clean water and food. Recruitment for graduate students pursuing either master’s or doctorate degrees will begin this fall with the first cohort joining WSU in the summer of 2022 for a week-long immersion experience on the Columbia. Learn about open access resources created for teachers and by teachers science teachers, discuss strategies for engaging students and bring your questions to guide the group discussions. This Professional Learning Community is geared for science teachers in grades 6-12.
Green Chemistry: Innovation to Reduce Global Impacts Canvas Course Online- Asynchronous Starts October 8th – Ends October 22nd
Explore sustainable design through an asynchronous Canvas Course. In this course, you will be guided to explore the Green Chemistry and Green Engineering principles, related careers, and lab investigations. There will be discussions on open access curriculum resources as well as time for implementation planning.

As follow up to last week’s Task Force meeting, WA state is looking for applicants to be on an Environmental Justice (EJ) council. There are 22 positions available and they are accepting applications through the second week of August. The council will be providing recommendations and guidance to the state on implementing environmental justice requirements, identifying overburdened communities, and tracking progress toward increasing health equity and ensuring environmental justice throughout Washington. The August 25 Task Force meeting has been canceled and the next one will be held on September 22, 2021 at 8:30 am. We have tentatively scheduled an in person meeting at the Spokane County Water Resource Center if we are allowed to meet. If we do meet in person an option will be available for those who would like to meet virtually.
