Proposed NPDES Permit for Wellpinit Wastewater Treatment Plant on the Spokane Indian Reservation

The EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) permit to the Wellpinit Wastewater Treatment Plant on the Spokane Indian Reservation in Wellpinit, Washington.

The draft permit places conditions on the discharge of pollutants from the wastewater treatment plant to waters of the United States. In order to ensure protection of water quality and human health, the permit places limits on the types and amounts of pollutants that can be discharged from the facility.

Open House Thursday, June 30th at 6:00 pm for start of public comment period on Spokane River Discharge Permits

Ecology will hold an open house beginning at 6:00 pm on June 30 to share information and answer questions about draft discharge permits for Kaiser Aluminum, City of Spokane, and Liberty Lake Sewer and Water District.

On June 30th, the draft permits and fact sheets will be available for viewing at the Department of Ecology website at https://fortress.wa.gov/ecy/wqreports/public/f?p=publicparis.

The open house kicks off the 60-day public comment period for the draft permits. Ecology will also hold a workshop followed by a public hearing August 2, 2016 at 6:00 pm in the Mirabeau Park Hotel and Convention Center located at 1100 N Sullivan Road in Spokane Valley.

March 28, 2016 Task Force Meeting (Conference Call)

The Spokane River Regional Toxics Task Force will hold a meeting by conference call on Monday March 28th, 2016  from 10:00 a.m. to 11:00 a.m. to consider the approval of Task Force response letter to the draft EPA Draft NPDES General Permit for Federal Aquaculture Facilities & Aquaculture Facilities Located in Indian Country Within the boundaries of the State of Washington.

Voting members of the Task Force are asked to call in, as we will need a quorum to make the formal approvalOther Task Force participants are welcome to call in with additional input or to listen and contribute to the call.

Please carefully read the attached response letter prior to the meeting. The letter is organized by a Background that explains the SRRTTF efforts, the request for a Toxics Management Plan, recommended BMPs, recommended reporting requirements, and  the encouragement for tribal participation in the SRRTTF.

New construction stormwater permit going into effect

OLYMPIA – The Washington Department of Ecology finalized changes to its water quality permit that covers approximately 2,000 construction sites across the state and helps prevent muddy runoff when it rains.
 
Muddy runoff is a pollution problem when it reaches downstream waters, either directly or through stormwater drains. Sediment and minerals in muddy runoff can harm aquatic life and fish habitat, feed plant growth, and contribute to algae blooms that deplete oxygen in water.
 
Changes to the permit are minor, but include:
·       Required electronic submittal of the permit application.
·       Special protections for areas that will be used for low-impact development.
 
“This permit is an important tool in helping us prevent pollution as land is developed. The updates we’ve made are in keeping with our transition to e-business goals,” said Heather Bartlett, manager of Ecology’s Water Quality Program.
