Ecology News: Notice of Meetings on Washington’s Water Quality Assessment: January 19 and February 9, 2017

The Washington Department of Ecology continues to hold meetings to have public dialogue on key issues around how we develop Washington’s Water Quality Assessment.  These meetings are being held in-person and by webinar.  Please mark your calendar for the following meeting dates and register if you are interested in attending:

  • Register for the January 19 meeting in Renton to discuss Data Used in the Assessment and Bioassessment.
  • Register for the February 9 meeting (sites in Lacey and Spokane) to discuss human health criteria and the use of fish tissue.

UPDATE: WAC 173-350-995 Soil and Sediment Use Criteria

Update on the Soil and Sediment Use Criteria rule making.

WAC 173-350-995 Soil and Sediment Use Criteria

Previously proposed section 235 has been combined with new section 995 as Soil and Sediment Use Criteria. This new section addresses testing and terrestrial use of soil or sediment impacted by the release of one or more contaminants. The section sets contaminant limits for use in particular settings, and requires no permitting for conformance with the section. The section will not apply to soil or sediment within cleanup sites or thatare dangerous waste.

This topic was discussed by Marnie Solheim  at a previous Task Force meeting regarding the potential regulatory disconnect, given cleanup standards are not the same as water quality standards. EPA Launches New Program With $1 Billion in Loans Available for Water Infrastructure Projects

EPA Launches New Program With $1 Billion in Loans Available for Water Infrastructure Projects

WASHINGTON – The U.S. Environmental Protection Agency (EPA) announced the availability of approximately $1 billion in credit assistance for water infrastructure projects under the new Water Infrastructure Finance and Innovation Act (WIFIA) program.

EPA’s WIFIA program will provide long-term, low-cost credit assistance in the form of direct loans and loan guarantees to creditworthy water projects. WIFIA provides another option for financing large infrastructure projects – generally at least $20 million – in addition to the State Revolving Funds and bond market. WIFIA is available to state, local, and tribal governments; private entities; partnerships; and State Revolving Fund programs. EPA estimates that funds appropriated to the WIFIA program can be leveraged at a ratio greater than 50 to one, which means the $17 million program budget could allow EPA to make approximately $1 billion in loans and stimulate about $2 billion in total infrastructure investment.

“The launch of the Water Infrastructure Finance and Innovation Act program marks a huge step forward for modernizing our nation’s aging water infrastructure,” said EPA Administrator Gina McCarthy. “WIFIA gives us a new opportunity to provide billions of dollars in low-interest loans to communities to build large infrastructure projects, significantly accelerating investments that benefit our nation’s public health and water security for generations to come.”

Some of the projects that WIFIA enables EPA to provide assistance for include:

  • drinking water treatment and distribution projects
  • wastewater conveyance and treatment projects
  • enhanced energy efficiency projects at drinking water and wastewater facilities
  • desalination, aquifer recharge, alternative water supply, and water recycling projects
  • drought prevention, reduction, or mitigation projects

EPA will evaluate projects using criteria such as the extent to which the project is nationally or regionally significant, helps maintain or protect public health or the environment, protects against extreme weather, and serves regions with significant water resource challenges. EPA will make selections on a competitive basis.

EPA estimates that the U.S. needs about $660 billion in investments for drinking water, wastewater, and stormwater infrastructure over the next 20 years.

The purpose of the meeting will be to clearly define the  audience and big messages that the group will carry forward into a work plan for the 2017 year and beyond.  Participants are asked to think about the following questions prior to the meeting to help facilitate robust discussion at the meeting next week.

  2.  Where will information be posted/where will the audiences get their information?
  3.  How will information be delivered?
  4.  What are the key messages that will come from the Task Force/individual Task Force members (may depend on the specific audience that the individual member has contact with).
  5.  What can and should be accomplished in 2017 by this work group/by individual members of SRRTTF?
  6. Target constituency: who is/are your opinion leaders, thought leaders, or (behavioral) influencers?
