Technical Monitoring Workshop

Workshop Purpose: This workshop is intended provide a forum for the open exchange of information on the goals for and the design of a comprehensive monitoring plan for (a) establishing the current state of PCB in the Spokane River Watershed and (b) designing activities related to source identification.

In a way that:

  • Allows those involved (i.e. – regulators, academia, and consultants) in PCB water quality in other geographic areas to discuss their activities and provide insights into what they have learned from their efforts in areas applicable to Spokane River issues.
  • Provides input on approaches for the design of a river monitoring plan that identifies sampling locations, sample collection methods, frequency of sampling, analytical methods to be used, and other related data collection and management activities.
  • Provides input on approaches for gathering potential “true” source identification and location information in support of the river monitoring plan.
  • Provides the opportunity for SRRTTF members to have discussions with presenters and among themselves.
  • Provides input to all stakeholders on the development of management options.
  • Provides the opportunity for SRRTTF members to “brainstorm” how learnings can best be used to identify near term and long term actions.

So that all SRRTTF members have the opportunity to provide input and direction for the development of the Task Force’s monitoring plan, conceptual model, source reduction actions, and Comprehensive Plan.

Who Should Attend? Members of the SRRTTF, interested stakeholders, regulatory staff from the Department of Ecology and the US EPA, and consultants/technical experts.

Workshop Planning: Questions to Address in Sessions
In planning the Spokane Regional Toxics Task Force’s December 4-5 workshop, the Technical Track Work Group has identified four specific work sessions designed to address key questions and generate input toward the design of a comprehensive monitoring plan for PCBs in the Spokane River Watershed.

An initial set of questions for each work session has been outlined, and one leader from the Task Force has been assigned to each work session. If you have any additional questions on these four work session topics that are not already in the Workshop Planning Documents below, please send them to the appropriate session leader below by the end of the day on Wednesday, November 20, 2013:

Announcement: City of Spokane Receives Stormwater Grant

The City of Spokane was awarded a Municipal Stormwater Grant of Regional or Statewide Significance for sampling PCBs in municipal products that may come into contact with stormwater.

The SRRTTF is a partner on the grant along with the Washington Stormwater Center, City of Pullman, City of Spokane Valley, and City of Pasco.  A total of $49,085 was awarded for the project from the Department of Ecology.

Announcement: WSU Undergraduate Multidisciplinary Research Challenge

The Chair of the WSU Undergraduate Multidisciplinary Research Challenge, Devon Seymour, requested that the document below be disseminated to the SRRTTF with the bulleted questions below for feedback.

Please review the proposal guidelines document and send your answers to devon.seymour@email.wsu.edu by 4pm on Friday, November 15th, 2013.

Questions:

  • What does a proposal need to include to be considered both feasible and successful?
  • What are you looking for students to accomplish in the semester that they have to work on this project?
  • Would any of you be willing to take the role as a reference on our consultant page as students work on this project?

Contractor Notification of Other Employment

Any Contractor employed by the Spokane River Regional Toxics Task Force (SRRTTF) may take on other professional assignments during the course of the contract period provided: 1) the Contractor provides the SRRTTF through its Administrative and Contracting Entity (ACE) with a description of the proposed scope of services and 2) the Contractor receives written notice from ACE confirming that the SRRTTF has determined that the assignment is not a conflict of interest with the work under the contract agreement.

The SRRTTF has published a notice received from LimnoTech, Inc: Conflict of Interest Statement – LimnoTech DO TMDL

This notice begins a 5-business day reply period.  Any response or concern about potential Conflict of Interest should be provided via email to Bud Leber, ACE President, and the SRRTTF Website Contact point, no later than 5 pm, Wednesday, November 6th, 2013.
